Jayapura Strengthens Regional Regulation for AIDS, TB, and Malaria Control

Efforts to reinforce the foundation of regional health policy continue to be advanced by the Government of Jayapura Regency. Through its Health Office, a consultative meeting was convened to refine the drafting of a Regional Regulation (Perda) on the prevention and control of AIDS, Tuberculosis (TB), and Malaria (ATM).


Based on an invitation dated 3 March 2026, the meeting was held on Monday, 16 March 2026, online via a virtual platform. This consultation marked a further step in strengthening governance and regulatory certainty at the local level, while supporting the acceleration of control efforts for these three priority infectious diseases.


Beyond serving as a discussion forum, the meeting focused on two primary objectives. First, to gather input on the substance of the draft regulation and the accompanying academic paper. Second, to strengthen cross-sectoral policy support and advocacy to ensure that the resulting regulation is underpinned by robust strategic rationale, programmatic arguments, and sound fiscal justification.


Participants were expected to have reviewed the draft regulation in advance, enabling more focused and productive discussions. The list of attendees reflected broad engagement, including representatives from the Ministry of Health, provincial government officials, malaria experts such as Dr. Iqbal Elyazar, as well as partners including UNICEF and professional organisations.


This multi-stakeholder involvement underscores that the development of regional regulations is not solely the responsibility of local government, but rather a collaborative, cross-sectoral effort. Through this approach, it is expected that the resulting regulation will effectively address implementation challenges on the ground and strengthen the regional response to AIDS, TB, and malaria in a sustainable manner.
