Following the strategic high-level agreements made during the APLMA forum in Bali, the Indonesian Government is currently formulating a Presidential Instruction (Instruksi Presiden or Inpres) concerning the Indonesia Call to End Malaria Initiative (ICMI). This Inpres is prepared as a national policy framework to coordinate efforts across ministries, agencies, and regional governments to accelerate malaria elimination, particularly in high-burden regions like Papua. The establishment of this regulation is expected to guarantee intervention sustainability, integrated planning, and solid budgetary certainty.
The drafting process of this policy instrument requires in-depth technical analysis to ensure that the mandates given to each sector can be effectively implemented on the ground. Through this regulation, the synergy between central and regional authorities will be reinforced to ensure that malaria control targets become a collective responsibility within the framework of national health resilience.
To refine the draft, the Directorate General of Disease Prevention and Control of the Ministry of Health convened a virtual consultative meeting. The gathering involved various technical units, relevant ministries, and experts to provide data-driven insights. Among the invited participants, Iqbal Elyazar, Ph.D. attended as a malaria expert to provide technical reviews, ensuring that the articles within the Inpres align with epidemiological conditions and geographical challenges.
The collaboration between policymakers and academics is a vital part of producing high-quality legal instruments. Upon the completion of this consultative stage, the draft ICMI Inpres is expected to be finalised soon, serving as a national operational guide that will bring Indonesia closer to its 2030 malaria-free goal in an inclusive and sustainable manner.
